VapingBad
Cell 1 is too low for it to operate properly, I would charge the battery on an external charger if you have one, I doubt there is any risk charging with USB but just don't know 100%. Then see what it is doing with a charged battery.
Ratari
after connecting the plus, minus and the balance connector to the board it showed me 3.18V on cell 1-3 but still won't charge, like i sad, the Lipo is good with the multimeter, something on the board must be not working properly
VapingBad
Maybe a dry solder joint or dirty pin on the balance connector.
blueridgedog
Fuse blew and now you believe it reads cell voltages wrong. What do you actually get with your meter on that pack? If you are 100% certain the board is measuring the pack wrong and all the connections are solid, then I would open a support ticket to swap it. I would double check though.
