Nothing at all says they can't/won't decide to enforce those rules next week. It is also just the ingredient listing submission requirement. They can still choose to regulate anything about the items. While this may be good news of a sort, if I had a business I certainly wouldn't change R&D over it. Best? Repeal/invalidate the rules.
