Couple lipo questions.

Is the measurements usually given for a lipo with or without the wrap? Im trying to find the right lipo. If the measurement is with the wrap is it safe to take off and just place the cells in the box/enclosure? I found this battery and it has with packaging, so the packing is the wrap? Thanks for the help

Most measurements in my experience are with the wrap...i.e. as the pack will be used.  You can remove it, but if one mm of shrink wrap makes or breaks your install, you have very little room for failure.  I will also add that most battery measurements have been "approximations" in my experience and have found some that are well undersized from the stated measurements.
