I would would not use those batteries. Here are the test results:

"In my opinion, this is a 15A+ continuous discharge current (CDR) cell with capacity lower than its rating. I recommend not using it above 20A as it runs at a very high temperature at those current levels. At its 40A continuous rating the voltage instantly plummets and the cell quickly gets very, very hot. I have included a 40A pulsed discharge (its rating) but I haven't set pass/fail standards for pulse testing yet."

18650 batteries - There are only a few actual, Grade A, manufacturers: LG, Panasonic, Samsung and Sony. Otherwise other 18650 batteries are either rewrapped or Grade B and some Grade C (damaged, used or otherwise poor). I only recommend using new, tested, authentic, safe chemistry and at minimum 20A continuous rated batteries. Examples: LG HG2*, LG HE4, LG HB6, Samsung 25R, Samsung 30Q*, Sony VTC4 or Sony VTC5. * LG HG2 20A and Samsung 30Q 15A offer 3000 mAh at a cost, they're tested safe for 20A continuous but the DNA 200 can draw up to 23A in tests both begin to show degradation at 25A continuous. However, most peak use is 5-10 seconds and the battery's temperature is the root cause of damage. The Samsung 30Q is an under speced battery.

This information I got from Pegasus Vapor Academy.  They explain about Mah ratings and how the higher the Mah rating, the lower Amp that battery is.  Check it out for yourself.  http://www.pegasusvaporacademy.com/  Remember, these are listed as "A" Bin rated batteries.

So you are saying you have batteries that are 3100MAH 40A?  No way my friend.  You will be lucky if they can pull 15 amps continuous.  Please be very careful.  You could use them over and over again without any problems, but all it takes is one time for you to get hurt.  Don't take those kind of chances.  Batteries can be dangerous and we all have to respect them and use them properly.
