Hello, when i am bridging fuse with a pair of tweezers, it appear some sparks and if i press fire button, device turn on and show warranty service.

After i take tweezers off.... device don`t turn on anymore.

What does this means?

I don`t know what is the problem with it.

When i disconect Lipo and conect to Escribe.... device turns on but battery bar is empty. When i click fire it shows Check atomizer.

If i try to conect an atomizer, my laptop display flashes and appear a lot of noise on laptop speakers....

You are trying to fire it using the power from the USB port of your laptop, that isn't enough and you could damage your laptop (hence the noise from your laptop). Either the board or the battery are the problem here. Try checking the lipo on a hobby charger if you have access to one, any local hobby shop should be able to check your lipo. If the battery is bad then your next option should be to return it to evolve for warranty. They are really good about helping.

When i changed Lipo with a second one, a good one, device turns on and battery bar is not empty at all ... i conected to Escribe and i made a print screen to Device monitor....

I attached a CSV file with device monitor with my second Lipo.

With my second Lipo AND with cable conected to Escribe, it try to charge battery. 
But it shows 0.01A charging .....
