250C CHARGING ISSUE

I have a charging issue that I can't figure out and asking for any help.

here is what is going on i'm working with I have pair of 250c mods one I built wont charge and a brand new boxer dual 20700. these are brand new batteries sanyo 20700 swapped between both mods to verify they aren't the issue.

I'm using everything the same as in USB cable, same PC port ect. 

 

here are the device monitor screenshots  one is the clone mod I built myself a few years ago and has been charging but no longer and the other is from a brand new boxer dual 20700 just swapping batteries between the mods

Does the clone still 'fire'? 
Check your wiring and solder joints down at the JST connector for signs of juice ingress, or the overall board.

Yes the mod will fire and everything else seems to work. I'll clean and re-solder the mod this weekend and report back thanks for the feedback.

ok had some time today to desolder the entire board clean and resolder all connections exact same result.
