Fully charged battery shows 96%

When I put a new 26650 Basen Black 4500mAh (fully charged) I see the level of the battery is 96% and not 100% as expected.
What should I do to fix this?

In EScribe go to the mod tab and change your discharge profile so that the point for 100% has whatever voltage those cells measure when fully charged.  If your mod still shows 99% or something, reduce the voltage value for 100% by 0.01V.
