Overshooting Watts?

Not a big deal, just something I noticed (I don't plug this mod often because it's on Power mode for tootle puffin'). As you can see, at the beginning it always overshoots (the green line). I'm not ready to tear it down and build lower resistance/higher Wattage setup yet, I am just curious is it normal.
