VaporShark 200

I received my vaporshark 200 last Wednesday 9/23/15 with a defective battery. Vaporshark went ahead and shipped me another battery which I proceeded to install on 9/26/15. The catch is I am still experiencing issues with the device. 

I tried charging the device from a computer USB, iPhone wall charger and a iPad wall charger with the same issue.  The issue being that the battery and usb voltage's fluctuate and not in small numbers. I called vaporshark this afternoon, they basically told me this is normal and if the battery holds a charge I am in the clear to use the device. Should the voltages be changing as much as they are? My Hana 200 does not do this. 

Any input would be greatly appreciated.
