tugboat dna200 does not work

Hi guys, I'm new here .. I have a tugboat dna200 that does not work, with connected battery will not turn on but if I connect it to the PC comes on, I detect the battery cells but just detachment dies ... what can it be? the battery and the circuit are new just changed
