Escaper

Hello, i have a problem. My HCigar Vt75D is not charging. Led shows that battery is charging but not. In Device Monitor it shows in Mode: Charging but % are not increasing. I dont know what to do? In my Paranormal they are charging normaly. Sometimes if i connect Vt 75D to computer % increase from 75 to 76 and after second to 75. (I can use my multimeter to see if its charging but i dont know which cables could do this.)
