So the cutoff is applied under load?

I noticed a few days ago that with two different sets of 3x LG HG2, the cell cut off voltage of 3.2 is not working and when It reaches around 3.35v it says weak battery and the wattage drops. Anyone know why this is happening? The batteries have less than 30 charge cycles.
