Using TC while snowboarding in the cold

Will TC still work properly in the cold if I lock the ohms prior at room temperature? Lastly will the device still operate in the cold using kanthal?

It will work in the cold even if you don't lock ohms: the cold resistance is temperature compensated. But yes, it will work if you lock ohms as well. 

It will also operate on Kanthal fine in the cold. 

With the obvious caveats that if your juice freezes it won't work well, but that's a separate issue.
