I've marked the solder joints and wire I am referring to

Sorry for late reply, looking at the solder joints there clean, checked continuity across pins 2-3-4 no problems there, but the wire that runs from pin 4 to main positive(tiny sliver of red wire) no connection across that wire, could that be the problem?

thanks for the reply @dwcraig1 ive stripped it down and cant see any liquid on the area you pointed out, but upon looking the board is shiny? is this a coating on the board or baked on e-liquid?

Last night my Odin DNA 250 decided it was going to start throwing up check battery's. Upon hooking it up to EScribe this morning it seems the battery's even though fully charged (multiple sets tried) are averaging around 1-3 Volts each. I've included a screen shot. Any help would be highly appreciated.
